国連は 27 日よりジュネーブにて、インターネットを規制する新たな国際規制条約について話し合いを行うとのこと (The Wall Street Journal の記事、本家 /. 記事より) 。

国際電気通信連合 (ITU) がインターネットの自由を保証した条約を締結した 1988 年以来、インターネットは経済や技術的な規制に縛られることなく自由を保証されてきた。だが 12 月にドバイで開催されることが決定している次期 ITU 総会では、これまで規制されてこなかったインターネットを国連で規制するとする条約について採決が行われる。

中国やロシアは年内の合意を目指しており、インドやブラジルをはじめとする開発途上国の多くもインターネット規制条約に前向きであるという。賛成が投票の過半数を超えれば同ネット規制が導入されることになってしまうが、加盟する 193 カ国のうちおよそ 90 カ国が同規制条約を支持しているのではないかとのこと。
